PPP Model for Haridwar Medical College Sparks Political Debate: BJP Defends Decision as Public-Centric


Dehradun: The Uttarakhand government's decision to operate Haridwar Medical College under the Public-Private Partnership (PPP) model has sparked a political row, with the BJP defending the move as a step toward modernization and efficient resource management. BJP state media in-charge Manveer Singh Chauhan called the opposition from Congress a politically motivated stunt rather than a genuine concern for public welfare.

Chauhan emphasized that the PPP model will not affect the quality of education or treatment provided at the medical college. “The government has made it clear that students’ fees will not increase, and they will continue to receive all facilities akin to those in other government medical colleges. Moreover, degrees and certificates will retain the name of Haridwar Government Medical College,” he stated.

Under the PPP agreement, treatment for admitted patients will adhere to Ayushman Bharat and CGHS rates, ensuring affordable healthcare for the public. Chauhan added, "This initiative aims to enhance hospital and medical college infrastructure, benefiting both students and patients with state-of-the-art facilities."


Financial Benefits of the PPP Model

Chauhan outlined the financial advantages of the PPP model, stating that it would alleviate a significant burden on the state’s resources. He detailed the following savings:

  • ₹100 crore annually on salaries.
  • ₹50 crore on operational expenses.
  • Approximately ₹200 crore on future expansions, including paramedical colleges and specialty services.

Additionally, the private operator will provide a one-time fee of ₹6 crore to the state government, along with an annual payment of ₹2.5 crore.

Congress Criticized for Opposing Development

Chauhan criticized Congress for attempting to mislead the public with baseless objections. "The opposition is merely engaging in political theatrics. Congress fails to appreciate the developmental strides made in the healthcare sector under BJP governance, including the establishment of new medical colleges and hospitals," he said.

He further compared the situation to Karnataka, where a Congress-led government plans to open 11 medical colleges under the PPP model without facing opposition. "It’s clear that Congress views development through a political lens, opposing progress in BJP-ruled states while remaining silent in states they govern," Chauhan remarked.

A Call for Constructive Politics

Chauhan concluded by urging the opposition to adopt a constructive approach. "Instead of opposing for the sake of it, Congress should acknowledge positive initiatives that directly benefit the public. Politics should not hinder the state’s progress," he added.
