Excise Department Drives Revenue Growth with Transparent Policies and Strict Oversight

Dehradun, December 19, 2024: Excise has emerged as a key contributor to Uttarakhand's economy, second only to mining, thanks to strict monitoring and a transparent policy under Chief Minister Pushkar Singh Dhami’s leadership. BJP spokesperson and former cabinet minister Khajan Das highlighted that enhanced vigilance against overpricing and illegal activities in the excise sector has resulted in significant penalties and increased state revenue.

Das shared data showcasing the government's strict measures: 195 cases of overpricing led to fines totaling ₹1,07,49,000, while 1,203 other violations resulted in penalties of ₹40,81,800. Dehradun accounted for the highest fines, with ₹55,12,000 collected from 74 overpricing cases and other violations. Similarly, hefty fines were levied in Udham Singh Nagar (₹7,79,000), Nainital (₹26,93,500), Haridwar (₹14,96,800), and other districts, demonstrating statewide action against defaulters.


Under the new Excise Policy 2024, efforts are underway to streamline operations for both consumers and businesses while boosting investment and employment. Digital surveillance connects liquor shops, warehouses, and bottling units to a central control room, ensuring transparency and accountability. The policy also promotes local participation by allocating licenses through fair processes and encouraging micro-industries in hilly regions.

Das expressed optimism about the department's achievements, citing impressive revenue figures. For the fiscal year 2023-24, excise revenue surpassed the ₹4,000 crore target, reaching ₹4,038.69 crore. In 2024, the state has already collected ₹3,170 crore, with projections indicating another record-breaking year.

He credited Chief Minister Dhami’s guidance for ensuring consumers receive liquor at fair prices while the state benefits from enhanced revenue. Regular inspections and mock purchases have kept vendors under strict control, and new initiatives are attracting investors to boost micro-industries in remote areas.

“The results are evident: the excise department’s transparent policies and disciplined approach are driving Uttarakhand toward economic growth. With rising revenues and focused development, the state is moving steadily toward a brighter future,” Das concluded.
